Đối với dự án Daguangba giai đoạn hai, phía xây dựng đã ký hợp đồng với National Investment, rằng tất cả xi măng đều do National Investment cung cấp, với giá giữ dưới 400 nhân dân tệ / tấn, thậm chí giá xi măng tăng lên 550 tấn vào tháng 10, nó vẫn không thay đổi.
Theo đó, giá xi măng liên tục tăng cao đã ảnh hưởng đến việc xây dựng nhiều dự án quan trọng trên đảo, thu hút sự quan tâm của chính quyền và ủy ban tỉnh. Để đối phó với tình trạng xi măng phi đạo đức gia tăng vào cuối tháng 10, chính quyền tỉnh đã đưa ra 5 biện pháp để hạ giá. Trong khi đó, họ liệt kê một số hạng mục quan trọng của dự án và yêu cầu các doanh nghiệp xi măng đảm bảo nguồn cung xi măng của nhà máy điện phía Đông, dự án Daguangba kỳ hai, đường sắt đi xe đạp phía Đông, v.v., 26 dự án quan trọng
